Overview: Faculty-internal performance-based allocation of funds (LOM)

Currently, 25% of the available funds within the faculty’s internal performance-based allocation of funds (LOM) are distributed based on teaching parameters, and 75% according to research parameters. Within the research parameters, 40% of the funds are allocated based on third-party funding parameters and 60% based on publication parameters. Research performance is assessed annually on a rolling process, based on data from the previous five years.

Third-Party Funding-Oriented Parameters

In determining third-party funding performance within the framework of the faculty’s internal performance-oriented allocation of funds (LOM), third-party expenditure from the previous five years is used as the basis. These expenditures are weighted according to the source of funding:

Since 2011, the following weightings have been applied to third-party expenditure, depending on the funding provider:

  • DFG / NIH: factor 1.2
  • Funders with a peer-review process: factor 0.8
  • Funders without a peer-review process: factor 0.3
  • Industry: factor 0.3

The classification of foundations as either with or without a peer-review process is determined in coordination with all sites of North Rhine-Westphalia’s university medical schools (positive list - in German).
Third-party funding performance is determined based on the evaluation units of the Medical Faculty of Münster. The decisive criterion is the percentage share of an evaluation unit in the total performance of the faculty.

Publication-Oriented Parameters

In the assessment of publication performance within the framework of the faculty’s internal performance-oriented allocation of funds (LOM), 80% of the funds are awarded according to a more “quality-oriented” factor, while the remaining 20% are based on a more “quantity-oriented” factor. The databases are Web of Science and PubMed. The evaluation covers the last five years. For a publication to be eligible for consideration within the LOM, a valid affiliation with the Medical Faculty of Münster is required. 

“Quality-oriented” factor

  • Only publications listed in Web of Science
  • Only original publications (publication type: “Article”)
  • No case reports, consensus articles or task force articles
  • The number of citations (excluding self-citations) per publication multiplied by the publication type-specific mean JCS (Journal Citation Score: journal-based, global average impact), corrected by the publication type-specific mean FCS (Field Citation Score: discipline-based, worldwide average impact) for an evaluation unit is taken into account.

“Quantity-oriented” factor:

  • Publications listed in Web of Science and/or PubMed
  • All publication types are included
  • The number of publications, multiplied by the publication type-specific mean JCS is taken into account.

Publication performance is determined based on the evaluation units of the Medical Faculty Münster. The decisive criterion is the percentage share of an evaluation unit in the total performance of the faculty.

Teaching-Oriented Parameters

The performance bonus for medical students is awarded based on performance as measured by student evaluations. Further information is available on the medicampus website.

Evaluation Regulations

On April 6, 2005, the University of Münster adopted the “Evaluation Regulations for the Academic Units of the University of Münster.” According to its exclusion clause (§15), the Senate may approve deviating evaluation regulations for individual faculties, provided they are consistent with the principles and objectives of the current regulations.
The evaluation and performance assessment procedures already established at the Medical Faculty of Münster before 2005 are just one of the reasons for drafting a faculty-specific evaluation regulation. The Evaluation Regulations for the Medical Faculty of Münster (in German) Evaluationsordnung für die Medizinische Fakultät Münster were adopted at the Senate meeting on January 20, 2007.
